PORTSMOUTH — The Pease Development Authority has named two new members to its staff, Irving Canner, director of finance, and Christopher Clement, director of facilities and engineering.

Canner joins the PDA from the University of New Hampshire, where he served as executive director of Facilities Management Services for the past 10 years. At UNH, he was responsible for overseeing all the financial activities of the Facilities Division, which included managing a $50 million operating budget and a $200 million capital budget.

He is a certified public accountant with advanced degrees from Bentley College and the University of Notre Dame, and a bachelor of art degree from Babson College.

As finance director, Canner reports to the executive director and is responsible for the state agency's fiscal and budgetary concerns. He will manage general accounting and budgeting activities, employee payroll and human resources, information technology, external audits and banking relationships.

Canner will also assist in the monitoring all federal and state grants awarded to the PDA specific to construction or economic expansion programs.

Prior to accepting his new position as director of Facilities & Engineering, Clement worked at Vitronics Soltec Inc. in Stratham and Goss International in Dover as director of Global Product Management. His strong management experience is complemented by his background in engineering.

Clement received both his master's and bachelor's degree in mechanical engineering from UNH.

He will oversee several projects, including the demolition of former military buildings at the tradeport currently under way, as well as the replacement of the Rye Harbor Commercial Fish Pier and repairs to the Market Street Terminal Wharf. He will also be active in the continued development of the Pease International Airport expansion and the design of a new golf cart barn and club house at the Pease Golf Course.
